DUTIES & RESPONSIBILITES /

- Policy research and analysis/政策研究与分析

  • Monitor the WHO Essential Medicines List, national level Essential Medicines List, Essential Medicines System, Grassroots Drug Linkage List, Rare Disease List and other directory policy trends, analyze the selection principles, adjustment procedures and potential risks of relevant access directories, and analyze their impact on the industry and company products;
  • Write policy interpretation reports, provide data support for senior management team decision-making, and develop response strategies.
  • 监测WHO基药目录及国家层面的基本药物目录、基本药物制度、基层药品联动目录、罕见病目录等各类目录政策动向,分析相关准入目录遴选原则、调整程序及潜在风险,分析其对行业及公司产品的影响;
  • 撰写政策解读报告,为高层决策提供数据支持,制定应对策略。

- Cross-function collaboration and resource integration/跨部门协作与资源整合

  • Maintain close collaboration among relevant departments within Global, International and China org-chart, keep abreast of product information and BU needs, ensure that work goals are aligned with the company's strategy and development direction;
  • Collaborate across departments and teams to jointly develop company level strategies, promote relevant product catalog access, and support business development;
  • Timely feedback on policy environment changes and prevention of business risks.
  • 与Global、International、中国区域的内部相关部门保持紧密协作,及时了解产品动态及BU需求,确保工作目标与公司策略与发展方向一致;
  • 联动公司内部跨部门跨团队合作共同制定公司层面策略,推动公司产品的相关目录准入,支持业务发展;
  • 及时反馈政策环境变化,防范业务风险。

- External cooperation and communication/外部合作与沟通

  • Maintain regular communication and cooperation with external stakeholders, academic associations, foundations, and other channels, promote policy shaping through policy advocacy, maximize support for the company's business development, strive to establish a favorable external policy environment, and reduce policy risks.
  • Explore innovative cooperation models, establish domestic and international experience exchange platforms, and work together with external stakeholders to promote the achievement of Healthy China 2030.
  • 与外部利益相关方、学协会、基金会等多渠道保持常态化沟通与合作,进行政策倡议,推动政策塑造,最大化支持公司业务发展,努力建立良好外部政策环境,降低政策风险。
  • 摸索创新合作模式,搭建国内外经验交流平台,与外部利益相关方共同推动健康中国2030的达成。

- Risk Management and Compliance Assurance/风险管理与合规保障

  • Identify risks in project collaboration and ensure the projects meet the compliance requirements of the internal and external regulatory framework.
  • 识别项目合作中的合规风险,确保符合公司内外监管框架

JOB REQUIREMENTS & COMPETENCIES / 工作要求和胜任能力

- Academic / Professional qualification / 学 历 / 专 业 资 格

Master's degree or above, major in Public Health Policy, Health Economics, Life Sciences, Pharmacy, Public Management, or related fields; Priority will be given to those with a composite background (pharmecieutical & policy) or overseas background.

硕士及以上学历,公共卫生政策、卫生经济学、生命科学、药学、公共管理等相关专业;复合背景(医药+政策)或海外背景优先。

- Technical / skill training / 技 术 / 技 能 训 练

Excellent writing skills, able to independently and efficiently complete tasks such as policy interpretation and external communication.

优秀的文案写作能力,能独立并高质量完成政策解读、对外行文等工作。

- Language ability / 语 言 能 力

Fluent in English (CET-6 or equivalent), able to independently interpret technical documents from international organizations such as WHO and ISPOR, proficient in writing international communication documents, and able to host English meetings

英文流利(CET-6级或同等以上),可独立解读WHO、ISPOR等国际组织技术文件,可熟练撰写国际交流文件,主持英文会议。

- Computer literacy / 电 脑 知 识

Proficient in using Microsoft, Office, and HTA related data analysis programs or software.

熟练使用Microsoft、Office及HTA相关数据分析程序或软件。

- Others / 其 他

Policy sensitivity, data analysis skills, high-level communication skills, strategic thinking.
