Customs Affairs Specialist

Summary:

This role is recruited for pMDI Qingdao site, permanent location will be in Qingdao，will need travel.

During project phase participated in the design and confirmation of customs affairs, as end user representative to support the Qingdao pMD project team. Includind strategic planning for import and export, establishment of import and export process, confirmation of tax & duty affairs, preparation of imported materials required for the project, and support for the import of project equipment.

During  BAU the role will be responsible for import and export customs clearance completion on time. Effectively manage toll duty-free handbook application and process usage and closure which comply with customs regulatory. Understanding the law of Customs and CIQ to support business growth on import &export.

岗位工作地点在青岛，项目期间会有出差的需求，如上海，无锡，泰州等。

项目建设期间参与海关事务的设计和确认，作为用户代表更好的支持项目组实现青岛pMDI工厂的建设。包括进出口的战略规划，进出口流程的建立，关税事务的确认，为项目所需进口物料的准备工作，以及支持项目设备的进口事宜等。

进入商业化生产期间负责按时完成进出口清关工作。有效管理符合海关法规的通行费免税手册申请和流程使用和关闭。了解海关和出入境检验检疫的法律，以支持进出口业务的增长。

Support Project team to deliver Qingdao pMDI  Project as end user

• Set up new process to support project implementation like imported materials’ preparation, imported equipments support.
• Local customs clearance process set up when inbound forwarder change/new product launch/Air to sea switch

• Supply chain related projects delivery linkage inbound import process setup, ERP and import/export system setup and procedures development
• Good communication with stakeholder both internally and externally利益相关方之间良好的内外部沟通
• SOPs draft and revisal by business or regulation alteration

• Internal GCCA for import and export module
• Self- inspection for tolling internal management process by 3rd party auditing company
• Irregularly query or audit for import-export from customs, etc
• Sensitive topic query like pricing from different function of customs
• Support QA compliance regular auditing from NMPA for tolling

• Internal I&E process establishment and continuous improvements, abnormal issues solving and root cause investigations.
• Optimize custom affairs management system (CAMS) for inbound shipment to easily capture the date about LT & duty paid & freight cost and related
• E handbook system promotion to simply tolling HB register, update, closure process.
• I&E shipping documents improvement driven to meet the authority requirement
• Maintain a good service level to serve for other functions by positive attitude and professional skill.

Compliance and SHE，AEO

合规，SHE和AEO认证(Authorized Economic Operator)

• Make sure all I/E processes/activities are fully compliant with GMP, GSP, AEO,  SHE requirements and company policy
• AEO High-rank certification and maintain
• Make sure safety working activities for self. 
• Report all accidents, incidents and hazards.
• 100% join all of company SHE,GMP and compliance training and activities.

Requirements：

• Bachelor degree on Logistics or International Trade is preferential
• SAP experience
• Had Licensed customs broker certificate and Licensed CIQ broker certificate is plus
• 3 years or above working experience in import & export operation
• 5 years or above working experience of Customs Affairs in pharmaceutical industry
