Head IT R&D China
Head IT R&D China will drive and execute the IT strategy for the organization, which would support the creation of new revenue streams and increase operational efficiency, providing new solutions to meet external customers and internal stakeholders’ requirements with the best quality. They will be responsible for leading a team who will roll out the enterprise architecture; the infrastructure and digital workplace – Global system implementations into China, Local China specific applications, exchange of data between China & global data centers and would utilize technologies by exploiting open source and collaborative tools, apps and process operating in a cloud environment, the enterprise applications needed for the R&D business, while ensuring the compliance (GxP, HGR and beyond) and cyber-security controls are in place.
DUTIES & RESPONSIBILITES
- Define and implement IT strategy, process and solutions to support business growth and efficiency.
- Manage IT operation, ensure SLA of IT services are well meet business requirement.
- Manage IT budget, investment and assets, regular review spending and allocation to identify cost saving opportunities.
- Sets up and monitors China R&D related IT projects, and ensures quality standards for IT operations and processes.
- Initiates improvements and ensures appropriate workflow environment.
- Work closely with R&D IT global organization, ensure global strategy and technical standard are well deployed in the zone. Acts as advisor to China R&D, in all IT related issues.
- Liases with external parties (i.e. vendors, clients) in contractual matters, related to IT services, within given authority levels. Ensures effective cooperation with both internal and external stakeholders.
- Clarifies cases as an escalation point.
- Keeps abreast of industry and legal trends.
- Manage IT organization, people management include set up working goal and review, develop high potential teams.
JOB REQUIREMENTS
- Bachelor’s degree on IT related major
- 5 years+ experience in a similar or related role with a proven track record of delivering results and making the connections between technology and business benefit/value
- Minimum 10 years+ working experience in information technology or related field, leadership experience, IT service provisioning, business application support, budget management, resource management, strategy/organization/planning, IT security and project management.
- Experience of defining the business strategies and influencing the key stakeholders as the business accelerates its strategic vision
- Experience of driving and leading innovative solutions in areas of unmet need or high levels of ambiguity as new domains
- Experience of managing and negotiating with third party suppliers
- Proven experience of leading change and using different approaches and methodologies
- Good business acumen
- Awareness of relevant legislation
- Proven ability to work well in diverse, multinational teams and proven ability to influence others to achieve positive outcomes
- Demonstrate initiative, strong customer orientation, and cross-cultural working
- Experience of working in regulated environments and implementation of GxP systems (R&D ideally)
- Understanding of the pharmaceutical/healthcare industry and of competitor activity, on particular architecture and Information Management
- Experience of directing cross functional teams
