Head of Central GA

ROLE & RESPONSIBILITIES

  • Lead the team in establishing stable contacts and constructive engagement with relevant central Party and government bodies in China (including the Ministry of Commerce, the National Intellectual Property Administration, the State Administration for Market Regulation, the Ministry of Industry and Information Technology, the China Council for the Promotion of International Trade, and the National Committee of the Chinese People’s Political Consultative Conference and etc.), high-level conference platforms (such as the Boao Forum for Asia, the China Development Forum and etc.), foreign embassies (United Kingdom, Sweden), and relevant associations, chambers of commerce, and foundations (e.g., the China Development Research Foundation, the British Chamber of Commerce, and the Swedish Chamber of Commerce and etc.). Build trusted partnership relationships with relevant stakeholders and clients.
  • By facilitating meetings and exchanges between the company’s senior executives and state leaders, as well as engagement across high-level platforms, advance strategic dialogues and other forms of top-tier collaboration to deepen mutual understanding and trust, strengthen the corporate image, and mitigate risks with the objective of supporting the company’s business development in China.
  • Through participation in policy research, roundtable discussions, forums and related engagements, establish channels for communication on central policies, promptly follow up to understand and communicate relevant policy information to the company, anticipate environmental changes and take proactive action; capture policy-driven opportunities, mitigate risks and support business development. Meanwhile, seek opportunities for policy advocacy on the company’s behalf and promote the formulation of favorable policies.
  • Work closely with cross-functional internal BUs (including Legal, R&D, Supply Chain, Market Access, Marketing, Policy Research, and other business units), consolidate and relay business needs and drive resolution of issues encountered in the course of corporate development, e.g. including but not limited to foreign-invested market access, tariff reductions/exemptions for APIs, supply chain security, intellectual property protection, fair competition and antitrust, import/export controls, cross-border data flows and etc.
  • Team Leadership & Budget Management: Build and develop high-performing and diverse team with strong talent pipeline. Manage budgets and optimize resource allocation. Ensure compliance with all company policies, local regulations, and ethical standards.

REQUIREMENTS

Academic /Experience:

  • Master’s degree or above in Public Policy, International Relations, Communications, Law, Life Sciences, or related fields.
  • 10+ years in corporate affairs, government relations, or public relations, with at least 5 years in the multinational pharmaceutical/healthcare sector. 

Skills and Competency:

  • Deep understanding of pharmaceutical regulations, pricing/reimbursement policies, and healthcare systems. 
    Proven track record in crisis management and established networks with policymakers/media.
  • Exceptional cross-cultural communication and influencing skills in a matrixed organization. 
    Strategic thinker with execution excellence in complex regulatory environments.
  • Extensive experience in the pharmaceutical industry and a strong track record in government affairs for MNCs
  • Exceptional capabilities in government relations and client management.
  • Deep insight into China’s pharmaceutical industry and regulatory policies, along with strong capabilities in policy analysis, forecasting and policy advocacy.
  • Strong abilities to coordinate internally and externally, and cross-functionally.
  • Substantial expertise in leading and managing teams.
  • Commitment to compliance, alignment with corporate values, and a strong sense of ethics.
